Participants at a seminar on the Salappa report in Bengaluru

Salappa report remains partially implemented

Bengaluru, NT Bureau: The recommendations of the Salappa Report, which were intended to improve the working conditions of civic workers, have not been fully implemented, despite being approved by the government decades ago.

To address this issue, the Greater Bangalore Metropolitan Corporation’s Civil Servants, Direct Wage Civil Servants, and Driver Cleaners Federation of Organizations announced a seminar on the Salappa Report.

The seminar is scheduled for Wednesday at Gandhi Bhavan, near Shivananda Circle. The decision to hold the seminar was made public during a press conference at the press Club on Monday.

The Salappa Report, named after I.P.D. Salappa, was the result of an effort initiated by then Chief Minister Devaraj Urs in 1976. Salappa, a leader born in 1929 who emerged from the community of civic workers, was tasked with studying the conditions of civil servants across the state.

His comprehensive report included 36 recommendations aimed at improving recruitment practices and providing better facilities for civic workers.

Although the report was approved and a Government Order was issued mandating its implementation, many of its recommendations remain unfulfilled.

Salappa, inspired by the teachings of Dr. B.R. Ambedkar, dedicated his life to improving the lives of civic workers, many of whom belong to the Scheduled Caste community and have been in this profession for generations.

In 1956, he established an educational school aimed at uplifting the community through education and social reform.
